50,000 OFWs set to be hired in Guam

MANILA, Philippines - At least 50,000 Filipino construction and other skilled workers are set to be hired in Guam to construct a large military base in that US territory, the government said yesterday.

Augusto Syjuco, Technical Education and Skills Development Authority director general, said Guam will hire carpenters, welders, masons, heavy equipment operators, and cooks and waiters who will serve those construction workers.

To facilitate the immediate deployment of Filipino workers, the US government has allowed the issuance of “Guam only” visas, he added.

Syjuco said two senators from Guam are arriving in Manila this week for the preparatory hiring of Filipino skilled workers.

“The two senators will be staying from Sept. 2 to 4 to discuss preparations for the deployment of Filipino workers, and soon afterwards we expect the interviews and recruitment to start,” he said.

Better jobs await Pinoys in UK

MANILA, Philippines - Employment prospects in the United Kingdom are getting brighter for Filipino teachers, information technology experts and other professionals, recruitment consultants said yesterday.

The recruitment industry yesterday reported that a new system adopted by UK’s Borders and Immigration opened bigger opportunities for Filipino professionals to enter Britain.

Emmanuel Geslani, a recruitment consultant, said the British immigration “point-based” scheme allows all qualified applicants to enter the UK under a managed immigration program.

MANILA, Philippines – Call center training firm ExcelAsia opened its fifth facility and also launched an online recruitment site that accepts applicants’ resumes while allowing them to search for job openings.

The four year-old company also opened its fifth facility at the Eastwood Cyberzone in Libis, Quezon City serves as a sourcing, recruitment, human resource training, and business consultancy hub.

MORE countries now want their citizens to learn English.

Associate professor Phyllis Chew of Nanyang University in Singapore made the observation during the Cebu International ESL (English as a Second Language) Conference at Diplomat Hotel, Cebu City last Saturday.

She said that the trend is the result of the change in the status of women in society, increase in migration and transmigration, knowledge explosion and information technology, the writing revolution, and the rise of a global language.

“Teachers need to know these changes. English, it seems, has raced ahead of its competitors. For the last 20 years, so many want to learn it,” she said.

Chew said Singapore, for one, is attracting many Koreans who want to learn to speak English.
The Philippines, India and Malaysia are among the Asian nations that are known as good English teachers because they have been using the language as their medium of instruction, she noted.
“The fast way of mastering English now is through content. And speed is crucial in the process. Many learn English quickly because this has been used as a medium of instruction when they started school. They have been immersed in an English acquisition-rich environment since they were young,” Chew said.

Being known as a nation with a pool of good English speakers, she added, will boost the influx of international students who want to learn English.

The Koreans made up 27.83 percent of Cebu’s tourist market from January to June 2009. According to the Department of Tourism, most of them come to Cebu to study English.
Meanwhile, the knowledge explosion and information technology (IT) across the globe also signaled the need for teachers to incorporate IT in their methodology for learners, especially the young, to easily cope and “survive” in their studies, Chew said.

The IT aspect of learning is characterized by digitization of learning materials, production of e-books (electronic books) and creation of Ebraries (electronic libraries), she said.
“Integration of IT also makes online education possible and enables learners to do many things (while on the Internet),” said Chew.

Filipinos see job prospects in culinary schools

MANILA (Reuters) - The Philippines, which for decades has supplied the world with a steady stream of seafarers, nurses, caregivers and domestic helpers, is now exporting practitioners of a cutting-edge trade: chefs.

"Chefs are the new rock stars now. Everyone wants to be a chef," said Ian Padilla, a Filipino chef entre metier at Parisian restaurant Taillevent, a Michelin two-star establishment.
"When I started, there were hardly any culinary schools here ... And there was no chef, it was just the cook. When I got back, there are culinary schools everywhere," said Padilla, who came home recently to judge a cooking competition.

Comelec to hire 120,000 IT experts for 2010 polls

As many as 120,000 information technology experts will be tapped by the Commission on Elections and its private partners for the automation of the 2010 polls.

The automation process was under way and the hiring of workers had started, since the Supreme Court had refused to grant the petition of a citizens’ group for an injunction to stop the Comelec from signing the contract, officials said.

Of the required number of IT experts, the Comelec will hire around 80,000 as technical evaluators to help poll officers supervise the elections at the voting precincts, according to Commissioner Rene Sarmiento.

Another 40,000 workers will be enlisted by Smartmatic-Total Information Management, the consortium that won the poll automation contract, either as surveyors or machine installers or information officers. http://www.manilastandardtoday.com/?page=news3_july13_2009

What are OWWA’s mandates and objectives?

The agency has a two-fold mandate:
a. Delivery of welfare services and benefits; and
b. Ensuring capital build-up and fund viability
Objectives:
a. Protect the interest and promote the welfare of OFWs in recognition of their valuable contribution to the overall development effort;
b. Facilitate the implementation of the provisions of the Labor Code concerning the responsibility of the government to promote the well-being of OFWs;
c. Provide social and welfare services to OFWs, including insurance, social work assistance, legal assistance, cultural services, and remittance services;
d. Ensure the efficiency of collection and the viability and sustainability of the fund through sound and judicious investment and fund management policies;
e. Undertake studies and researches for the enhancement of their social, economic and cultural well-being; and
f. Develop, support and finance specific projects for the welfare of OFWs.


What workers assistance and on-site services are available?
The OWWA provides and sustains assistance to all its members in all its regional and overseas offices.
Services that may be availed of on-site include:
1. Locating missing OFWs;
2. Providing information and guidance;
3. Psycho-social counseling and conciliation services;
4. Medical and legal assistance, outreach missions, and training, among others.

Good English the ticket to lucrative jobs—Gullas, Cebu

“Around 20 to 30 years ago, even our taxi drivers could speak straight English. Now, many of them have a problem speaking the language clearly,” Gullas said.

Gullas pointed out that in India’s recent economic boom, their citizens with English skills were the ones who benefitted from it. “This is because they are the ones cornering the good-paying jobs,” noted the educator-turned-lawmaker. He said those without the skills were left behind. “Without access to gainful employment, they remain mired in poverty, amid the economic boom there,” he further stated.
